Steps to Unlock Bootloader of Galaxy Nexus 4G LTE:
Step-1: Make sure that you are running on a computer running on a minimum of Windows XP / Windows 7 and install Galaxy Nexus 4G LTE Drivers from the Must Have section to your computer. Enable USB Debugging from the path “Settings > Applications > Development > USB debugging”.
Step-2: Next install ADB and keep the fastboot.exe file in SDK / Tools folder. If you do not find the fatboot.exe file, download Fast boot from the Must Have section and place it in the SDK / Tools folder.
Step-3: Connect your phone to computer via original USB Cable that you got at purchase time then proceed to SDK / Tools folder in the ADB in your computer where adb.exe and fastboot.exe files are located. Click on “Shift” button then right click on the file and choose “Open Command Window Here”. Type in the command shown below after which the phone will power off and reboot into Boot loader mode.

Step 4: Now type in the command as shown below
fastboot oem unlock
A screen will be displayed where you will be asked whether you want to unlock the boot loader or not along with the policy as shown in the screen capture below.
Step-5: Choose the option of “Yes” using Volume keys then the Power button. The boot loader will successfully unlock but it may take some time to complete booting so wait patiently for the phone to get rebooted on its own.
Step-6: If the phone boots up in lop mode, clear all cache from the Recovery mode and if the phone gets stuck somewhere in the middle of the unlocking process, repeat the whole process again from the beginning.
